Bromley is one of the busiest outer London boroughs, and the main road running through it carries the kind of traffic and pedestrian footfall that makes any scaffold on a prominent building a significant logistical undertaking. This job involved a large multi-storey residential block with approximately five penthouses at the top — the kind of high-end residential development where the building's management and residents have high expectations of how the job is run as well as how the scaffold performs.

The block sits on a busy main road. That single fact shapes everything about how a job like this has to be planned: the delivery route, the erection sequence, the pavement licence, the barriers, the lighting, and the coordination with London Borough of Bromley's highways team before a single tube goes up.

The Challenge

A large residential block with penthouses on a busy Bromley main road presents two challenges running in parallel. The first is the scaffold itself — a multi-storey structure that reaches penthouse level requires careful design at every lift, with loading bays, access points, and the junction between the main block and the penthouse levels all needing individual planning. Penthouse properties typically have different roofline profiles to the floors below, and the scaffold has to account for that transition.

The second challenge is the street. A busy South East London main road does not stop for scaffolding. The pavement licence from the London Borough of Bromley has to be in place before erection begins. Barriers, signage, and pedestrian management need to be designed into the erection plan. Scaffold lorry access on a main road with high traffic volumes requires advance coordination with the borough and careful timing — deliveries at peak hours on a road like this are not an option.

Residents in the block are living there throughout. That means noise, access management, and clear communication about the programme are part of the job from day one.

Our Approach

Pinnacle managed the full pavement licence process with the London Borough of Bromley's highways team before erection began. Barriers, signage, and pedestrian management were in place from the first day of erection, with scaffold lorry access timed to avoid peak traffic periods on the main road.

The scaffold structure was designed to cover the full building including the penthouse levels at the top of the block, with the transition between the main structure and the penthouse roofline built into the design from the outset. Each lift was inspected on completion before the next was begun. RAMS documentation and method statements were provided to the building management before work started. Every operative held a current CISRS card.
