Who Issues the Scaffolding Licence in Surrey
If any part of the scaffold stands on a pavement, a road or any other public highway, it needs a licence before it goes up. Across the area we cover, that licence comes from two different places, and getting it from the wrong one costs you a week.

This catches people out regularly. A homeowner in Guildford or Woking will often ring the borough council first, because that is the council they pay council tax to, and the borough does not issue it. Highway licensing for the county sits with Surrey County Council.
We handle the application either way. Surrey County Council wants a labelled drawing showing scaffold heights and footway widths, proof of public liability insurance, and the application in at least 10 working days before the start date. Its conditions then require a pedestrian walkway of at least 1.2 metres kept clear past the scaffold, the scaffold held at least 0.5 metres back from the kerb edge, and the structure lit and signed after dark.
We prepare the drawing and supply the certificate as part of the job rather than leaving you to it, and we build the 10 working days into the programme so the licence is granted before the lorry arrives. The 1.2 metre walkway is also the reason a shop frontage usually needs a gantry rather than a standard scaffold: on a narrow pavement, a standard scaffold leaves less than that and the council will not licence it.
If the scaffold sits entirely within your own boundary, no licence is needed. The survey establishes which situation you are in before you are quoted.
Commercial Scaffolding Across Surrey
Commercial work in Surrey changes shape depending on where you are. Croydon and Sutton bring high street retail, office blocks and blocks of flats. Reigate and Redhill bring town centre premises and trade counters. Guildford brings listed and conservation frontages where the tie method has to be agreed before anything is drilled. What stays the same is the paperwork and the sequencing. Most main contractors will not let us through the gate without RAMS and a method statement, and on anything tied, loaded or cantilevered they will want a scaffold design as well. We bring all of it to the first visit rather than sending it afterwards.
Where a shop or office has to keep trading, we build a pavement gantry rather than a standard frontage scaffold and apply for the footway licence with the relevant borough. That is priced into the quote, not added later.
